In California, any home improvement job totaling $500 or more requires a licensed contractor. That includes painting. It is not optional. It is not a "nice to have." It is state law under the California Business and Professions Code.

What a License Actually Protects
CSLB consumer protections. The Contractors State License Board exists to protect homeowners. If a licensed contractor does substandard work, abandons a job, or breaches a contract, you can file a complaint. The CSLB investigates, mediates, and can revoke the contractor's license. If the contractor is unlicensed, the CSLB cannot help you.
Insurance requirements. Licensed contractors are required to carry a surety bond and are strongly incentivized to carry general liability and workers' compensation insurance. - Enter the license number or contractor name
- Review: license status (active), expiration date, insurance, workers' comp, and any complaints
If a contractor cannot give you a license number, or tells you "it is not required for this job," walk away.
What Is a B2 License?
California has specialty contractor licenses by trade. A C-33 is for painting and decorating. A B2 is a residential remodeling license that includes painting scope. Both require passing a state exam, meeting financial requirements, and maintaining active insurance.
